Jeffery A. Green, President

Jeffery A. Green formed J.A. Green & Company, LLC to assist clients in meeting their government relations, business development and strategic planning goals. With over 14 years of experience in the Department of Defense and on Capitol Hill, Jeff has the expertise to understand the complex world of government relations and the relationships to put clients in a position of strategic advantage.

Jeff most recently served as Staff Director to the House Armed Services Subcommittee on Readiness. He also spent time as Counsel to the full committee’s policy staff. In that role, he was primarily responsible for all matters related to acquisition policy, industrial base issues, defense trade, and a $156 billion operation & maintenance budget. Prior to his service on Capitol Hill, Jeff served as Legislative Director for the Coalition Provisional Authority Office of Legislative Affairs, working directly with senior CPA, Department of Defense, Department of State, Office of Management and Budget and White House officials.

Prior to his extensive legislative branch and Pentagon experience, Jeff served in the Air Force as a Missile Combat Crew Commander and continues to serve as a Lieutenant Colonel in the United States Air Force Reserve.

A graduate of George Washington University, the University of Miami and Cornell University, Jeff holds both a Masters of Law in Government Procurement and a Juris Doctor and is admitted to the practice of law in the District of Columbia, Florida and New Jersey.

 

Jennifer L. Fay, Director of Operations

Jennifer Fay is Director of Operations for J.A. Green & Company, LLC.  In that capacity, she manages the day-to-day business affairs of the firm, as well as advising on various appropriations matters.   In her five years on Capitol Hill, she was Scheduler for Senator Judd Gregg (R-NH) and Scheduler/Office Manager for Congresswoman Ginny Brown-Waite (R-FL).  A cum laude graduate of the University of Kentucky, she resides in Washington, DC.

 

Stephanie Sanok, Consultant

Stephanie Sanok serves as a consultant to J.A. Green & Company, LLC. With more than 11 years of service in the executive and legislative branches of the U.S. Government, Stephanie is uniquely positioned to provide advice and guidance on a range of issues relating to strategic planning, defense industry and trade, and government relations.

Stephanie recently completely one year of civilian service in Baghdad, where she supported U.S. Government efforts – especially focused on interagency planning, strategic risk, reconstruction activities, and security assistance – to help create a sovereign, stable, and self-reliant Iraq. Prior to that overseas experience, she served as a senior professional staff member on the U.S. House of Representatives Committee on Armed Services (HASC), where she assisted Members of Congress with oversight of Department of Defense policies and activities. Between March 2006 and January 2007, she directed the HASC policy team, which handled overarching defense policy topics and special projects for the full committee. From 2000 through 2005, Stephanie worked in the U.S. Department of Defense’s Office of the Secretary of Defense (OSD), where she held positions in the counter-proliferation, European, and NATO policy offices. As an OSD Presidential Management Fellow from 1998 to 2000, she completed rotations in OSD’s Policy, Comptroller, and Personnel / Readiness offices and the Joint Staff’s Strategic Plans and Policy directorate, and she worked at the U.S. Mission to NATO in Brussels, Belgium and the U.S. Embassy in Sarajevo, Bosnia and Herzegovina.

Stephanie received a Master of Public Policy degree with concentrations in international security policy and conflict resolution from Harvard University in 1998 and a B.S. degree (with honors) in communication and international relations from Cornell University.

 

Eric Sterner, Consultant

Eric Sterner has held senior positions in government and the private sector, principally in areas where high technology and national security intersect.  Most recently, he served as s Vice President for Federal Services at TerreStar Networks, Inc.  His responsibilities included business development and advocacy for TerreStar’s North American Homeland Defense and Emergency Response Network, an integrated satellite-ATC, 4th generation broadband communications network based entirely on internet protocols. 

Prior to joining TerreStar, Sterner simultaneously held two positions at NASA: Associate Deputy Administrator for Policy and Planning and the Chief of Strategic Communications.  He was responsible for institutional management and coordinating the work of NASA’s outreach organizations.  The latter position included responsibilities for coordinating five organizations comprising nineteen SES-rank senior managers, 150 personnel, a $28 million institutional budget, and a $150 million program budget.  Sterner also served as a Professional Staff Member on the House Committee on Science, including a stint as the Staff Director of its Subcommittee on Space and Aeronautics, where he led a full time staff of five.  His responsibilities there included authorization and oversight of NASA’s programs and federal agencies responsible for commercial space activities, including the Commerce Department’s Office of Space Commercialization and the FAA/Transportation Department’s Office of Space Transportation. 

His national security work includes serving as the senior Professional Staff Member responsible for defense policy on the House Armed Services Committee and as the Special Assistant to the Assistant Secretary of Defense for International Security Policy, the Honorable J.D. Crouch, II.  Prior to that he was a National Security Analyst for NSR Inc. and for the Strategic and Intelligence Programs Division at JAYCOR, focusing on the strategic impact of emerging technologies. 

He has written for a number of publications, including Comparative Strategy, The Washington Quarterly, National Security Studies Quarterly, and the Journal of International Security Affairs.  He holds a B.A. in International Studies and Russian/USSR Area Studies from The American University and separate M.A. degrees in Security Policy Studies and Political Science from The George Washington University.
