As the Director, Stockpile Contracts and Marketing, of the Defense National Stockpile Center (DNSC), Defense Logistics Agency (DLA), Fort Belvoir, VA, Ms. Deister served in the role of principal contracting official for the organization, managing and directing all contractual commitments made by DNSC. She was responsible for developing, implementing and executing sales programs for materials authorized for disposal by Congress. Under her leadership and management, revenue from the sales of strategic materials exceeded $7B. Due to her keen understanding of commodity markets, commercial practices and material pricing volatilities, was successful in designing sales strategies for the strategic materials that resulted in maximizing the revenue levels realized by the Federal Government.
In addition, Ms. Deister managed acquisition programs related to DNSC’s mission and in support other DoD programs. Under her guidance, DNSC conducted market research, evaluated prevailing market levels, determined overall material needs and provided customer outreach to enhance the successful implementation of both the sales and acquisition programs.
Ms. Deister joined the Defense National Stockpile Center in 1980 as a contract specialist. Over the years, her vast experience in both the sales programs and major acquisitions prepared her for the role of Director, Stockpile Contracts & Marketing.
A native Washingtonian, Ms. Deister received her Bachelor of Science degree in Business Administration with a specialty in Finance and Management from George Mason University in 1975. Immediately upon graduation, Cheryl was employed by the General Services Administration as a Financial Analyst providing financial advice and support to the Sales Programs initiated by the Defense National Stockpile Center. She retired from Federal service in November 2010 with over 39 years of Government experience.
