Ms. Bingen recently established herself as an independent consultant specializing in U.S. national security policy, programs, and budgets; strategic forces programs, including missile defense, nuclear weapons, space, and intelligence; defense acquisition; science and technology; and the U.S. legislative process.
From 2006 to 2011, Ms. Bingen served with the House Armed Services Committee (HASC) as a Professional Staff Member and staff lead for the Strategic Forces subcommittee. She was the principal advisor to HASC members and House leadership on U.S. strategic forces issues, including missile defense, nuclear weapons, conventional global strike, military space, and military intelligence policies and programs. She crafted legislation, planned oversight hearings, and drafted numerous policy papers, letters, speeches, and op-eds in support of HASC members.
Prior to working on Capitol Hill, Ms. Bingen served as a senior space policy analyst at The Aerospace Corporation’s Center for Space Policy and Strategy in Arlington, VA. She provided subject matter expertise on space protection, vulnerabilities, and commercial remote sensing for the National Security Space Office (NSSO) and the National Geospatial-Intelligence Agency (NGA). Prior to Aerospace, Ms. Bingen was employed with SRA International’s Adroit C4ISR Center in Alexandria, VA as a space systems analyst where she supported various defense and intelligence organizations. She has provided analytical support supported to the NSSO, analyzed threats to U.S. space systems for the Central Intelligence Agency’s (CIA) Weapons Intelligence, Non-Proliferation, and Arms Control (WINPAC) branch, and served as SRA’s Deputy Program Manager providing strategic planning support to the CIA Office of Transnational Issues’ Geospatial Analysis Center.
Ms. Bingen holds a Bachelor of Science degree in Aeronautics and Astronautics from the Massachusetts Institute of Technology and minor in Political Science with focus on Defense and Security Studies. She was a 2002 National Reconnaissance Office (NRO) Technology Fellow.
Ms. Bingen is a member of the American Institute of Aeronautics and Astronautics (AIAA), Women in Aerospace (WIA), and MIT Club of Washington and Great Britain. She is an avid sports enthusiast and recently completed her third marathon. Ms. Bingen and her husband Sean temporarily reside in London, England.
